Yeah, pretty much the same reasons that North American industry is taking such a hard ass-fucking right now too. In addition, the UK thought it would be funny to raise the cost of doing business here 25% by burying small companies in red tape and larger companies in endless H&S bullshit.
(Don't get me wrong, H&S has a big place in industry; but right now it's reached 'cult religion' status and industry is hurtin'!)
