http://www.uer.ca/...urrpage=1&pp#post0

L'immeuble semble dangereux.

Maybe with the address you can find out who the owner is on http://evalweb.cum.qc.ca, this might give some hints on what it is/was...?

Merci du conseil snowman323, I've already checked out and the owner is the CSDM. Maybe it used to be a school.

the st gabes church owns (or owned) it. it was a house where the sisters used to live. they either have or are planning to give the land for low income housing to be built. they dont want it to go for condos and stuff of that nature.

All shot up and no place to go

Bureaucrats cut funding at Decision House, leaving addicts in limbo

by ROBBIE DILLON

Three years ago, Barry was a full-fledged junkie with a hungry arm and a criminal record that dated back over 20 years. From shoplifting to armed robbery, he did whatever it took to support his $300-a-day cocaine habit. "I was a bottom-feeder," he says, remembering his life on the street. "I couldn't stay out of jail for more than six weeks at a time. I wasn't eating, I wasn't washing. When they cut off the electricity in my apartment, I'd just stick my arm out the window and use the streetlight to find a vein that I could hit up in. All I cared about was stealing enough money to get my drugs."

In 1994, Barry was arrested after a series of burglaries and small-time hold-ups. Instead of sending him back to the pen, however, a judge remanded him into the custody of Decision House, a Pointe St-Charles drug rehabilitation centre.

Today, Barry is clean and sober, the father of two young children. He works as a purchasing agent for a company that manufactures diesel engines. He also attends AA meetings and lectures schoolchildren on the perils of drug abuse. He says if it wasn't for Decision House, he'd either be dead or back in prison today.

For 20 years, Decision House has been taking hard-core alcoholics and drug addicts off the street and turning them into productive citizens. Last March, however, the centre's funding was cut. The Ministry of Public Security informed the centre's directors that, in order to continue receiving their subsidy, they would have to shut down their drug treatment program and reopen as a halfway house for newly released inmates. Decision House director Terry Batten says that would amount to nothing more than running a warehouse.

"They're offering us the same money for what would actually be a lot less work," says Batten. "They want us to take guys who are getting out of jail and give them a place to sleep. No treatment, just serve them breakfast and send them out for the day. I'm saying no, I'm not interested in that. I want to get these guys before they go to jail. I want to get the guys off the drugs, off the booze and get them out of the system."

Decision House has an unusually high 40 per cent success rate, according to Batten. That's because most of the people who end up there are on their way to prison for drug-related crimes. They complete the intensive rehab program, hoping that a judge will take their efforts into consideration at sentencing. Until March, the centre received a government subsidy of $37.50 per day for each client who was referred to them by the courts. The Public Security Ministry was forced to cut the subsidy because, technically, its mandate applies only to inmates who have already been sentenced. Although they've been funding the centre since its inception, a spokesperson for the ministry says Decision House will have to seek private funding or reapply to the Department of Health and Social Services.

Batten says that regardless of who's paying, his program is a good deal for the government. "It costs about $150 a day to keep an inmate in prison, so first of all, they save $110. Secondly, we get the guy out of the system so that he's not a burden on the taxpayer. Instead of sitting in jail while his wife and kids are on welfare, the guy is out working and paying taxes. The saving is unbelievable, not to mention the fact that he isn't hitting someone over the head with a baseball bat to get money for drugs."

For the last six months, Decision House has been struggling to keep the doors open. Staff members are working without pay, and Batten has borrowed against his life insurance policy. "Right now, we'll take anything we can get," he says. "People have given us money and clothes, and a private school has been donating food. Without that, I think we would have closed down already."

Meanwhile, Barry says he doesn't even want to think about what could happen if the centre is forced to shut down. "There are guys on the street who are just like I was. If Decision House closes, they'll have no place to go."

Decision House is accepting donations of cash, food and clothing. The centre is located at 1295 Laprairie. Phone: 937-7954
