The original interchange was finished in the early 60's. If I remember correctly, they developed the intersection around 2005-2006 and they finished the landscaping around 2007.

It's so new they haven't decided what to put in the middle of it, art wise. Tourisme Montreal had some plan to move The Man by Alex Calder. That faced some opposition back in 2007 and would have been against the concept of Expo - to keep a max of art and sculpture from the islands on the islands for all to enjoy (although there are dozens of sculptures from Expo all over the world now...).

An artist brought his own metal sculpture there last summer but it was removed by the city after a few weeks, saying he didn't had proper permission...

the various interchanges downtown were for this ring road around mount royal, there was the pine park interchange, there still is the cote des neiges/pine interchange (has traffic lights though) there is the one at cote des neiges/rememberance and even camelien houde/park could be considered a high speed intersection

That intersection, even if it's better now then when it was an interchange, is still a pain for the eyes.

OK, this photo doesn't do it justice as it was taken during the landscaping work but the place is still almost as arid.

Two years ago, me and some friends put up a sculpture there too, to raise the issue of the lack of bike parking in Montreal, and it was taken down within 24 hours. I can't believe the city doesn't let its own citizens install their own visual improvements, at least until they finally decide to do something themselves!
