The sheer size of the Masonic Temple is enough to win this for me. To imagine that place laying dormant for 50+ years is a crazy thought.

Yeah, I'd choose Ryugyong, too.
It may be much uglier than any of the above, but its aura of the mystery is greater.

The Skeletor is even uglier and couldn't scrape dirt from any of those mentioned, but it's a little interesting, too.

Then there was this unfinished hotel in South Africa (possibly in Jo'burg?), whose floors are now the headquarters of a few dozen gangs... I can't recall its name. :\
