I mean, one week they blow up a cooling tower, the next week they re-start construction on their hotel of doom. Screw all the starving people, the overwhelming tourist industry of North Korea needs more hotel rooms!

It turns out that Orascom Group - website at http://www.orascom.com/ - is involved in both telecom and hotel development. So who knows what's really going on here.
