Why would I know the laws of the city you live in, wherever that may be?
The consequences will vary depending on where you live, your previous dealings with the law and the crane in question (eg private, government etc). If you really need to know then I suggest contacting a lawyer or getting hold of the legislation for your state/city. Many councils/governments will have it available online.

I doubt they would if your license is real and you seem convincing enough. I've never encountered a locked hatch but have heard of them. Ds, are they common in Oz? Sgt Marshall was shocked when we went up into a tower here. We just walked right in, lol.

~50% of the ones I've done in Aus have been locked right at the top. It's not a huge problem usually since you can climb the outside of the crane and reach the level with the drivers cabin and ladder to the top.
