Secca video Q?

Driving past a condo site recently I came across a serious looking video camera. What I find pretty strange was this antenna on it. I've never quite seen one like it -- what gives? Here is a frontal and shot from behind.

Remote monitoring? The device itself was right next to the camera and not anywhere else.

Yeah I'm used to seeing cheap radio shack type cameras, most of the time. They also had these cheap "video surveillance" signs up -- but I didn't see it till I walked all the way around.

Yagi?

A Yagi Uda, a type of antenna, has a bunch of parasitic elements in line with the driving/driven elements used for TV, radio, etc in this case a link to a UFO based repeater maybe.. (clever aliens reverse engineering our technologies ohh I hate them so much)

But really Ive never seen one quite like those, its a high gain very very short wavelength guessing 900MHZ to 1.3 gigs and theyre pointing at the sky (yagis are more or less directional)

what sort of place is/was this and why'd you post this in the rookies forum?

I never really encountered video camera apart from the cheapo $200 ones, and the rotation dome ones. I figured someone had to know what it was posted here, minus the flaming

Its a condo construction going up in the city. It's aimed a one of the trailers, not even the equipment.
