Sometimes you don't have time to spend balanced on top of a fence trying not to rip your pants. Much easier to use a blanket and climb it quickly, especially helpful in groups.

Intent is a lot of what the law is about. I doubt once you breach a fence you're just going to frolic in the grass. Don't get too clever for your own good, avoid bringing junk you don't need.

no shit. But when you have a short window of opportunity in an open/visible area, speed is necessary. Scaling a sharp fence with backpacks full of gear and/or cameras, etc. is not always a quick thing. As if predawn solves everything.
