I would imagine that no agency would bother applying it if it was intended as permanent, as there are cheaper ways of permanently sealing something. So it is likely designed to be removeable/defeatable in some way. Heat? Chemicals?
If it was a chemical solution/solvent, I would also imagine that it would necessarily be environmentally safe (relatively speaking). I can't imagine any agency intending to leave this unseal-able, but requiring gallons upon gallons of toxic chemicals.

If you actually went there yourself you could take some recent pictures for everyone =)
