| | | Actual blueprints are kept by each of the individual contractors or developers, the city only keeps a copy of the plot plan - which details utility usage and square footage of the house. Buying a copy of your blueprint is expensive and most developers will not sell them. But I know here in this lovely historic city (Philly) that sometimes they are in the archives and all you have to do is give an address. But also beware because a log is kept, ya know in case you are a terrorist and you want the blueprints for other reasons. And jonrev is right.. sometimes they really are just in the building. I was bored one day at work and went to the basement. Sure enough...found all the blue prints sitting right on a desk.

If the building/complex has a management office or an area that served as a maintenance HQ, that would probably be the best place to look. Unless a structure is public property or particularly historically important, you're unlikely to find blueprints in a library or archive. A site plan, perhaps. But not blueprints.
