Breaking and entering isn't what it sounds like. It's "Breaking (the threshold) and entering." Kind of dumb. In some states, if I open a door a little bit more to enter, I have made "illegal effort of entry" and can be charged with B&E. In others, if I enter by "unusual effort" I'm B&E. This would mean opening an unlocked closed door is fine, but climbing in an open window is not.

1) cut the fence, then come back later and enter through the 'mysterious' hole which has now appeared in said fence

2) just cut it and ditch them colt butters in the weeds a good distance away

Bolt cutters would work on the normal fence on the bottom. Getting caught with those is a telltale sign of intent to break in though. Ditch them where you cut and grab them on the way out.

not that I have a ton of experience cutting fences but electricians "linemans" pliers work well. they're about $10 at home depot.
small enough to fit in your back pocket, cheap enough to use and toss em also.

theft is taking something that is not yours
burglary is breaking into some place with the intent of committing a crime
e.g., cutting a fence so you can trespass

burglary doesn't necessarily have anything to do with theft, though the two might be combined

clip the lowest wires holding the chain link fence to one or two posts, and pull the fence up and and crawl under. No one will ever notice those tiny bits of wire are missing if you push the fence flush against the posts when you leave.
