They most likely put that fence and lock up so that you can sit there and ponder it so much that you go to the internet to ask about what their possible reasoning could be. Im 99% sure thats why that was put there.

All right FINALLY got back there. Did not go in though. Snippity-Snip is going to be the best plan of action I guess.
