we had a couple of those around were I lived. I popped one one time and it was sewer i think most of the ones like that are sewer or at least all the ones I've seen like that are.

Can there be any legal repercussions for entering drains and manholes? There are not any signs designating the area as no-trespassing, and when I once tried emailing my cities public works department (I know, I know...) nobody replied... But I can't help but feel that I'm missing something...

Theoretically, yes, some drains are private property, some are infrastructure... But if you stay away from drains on military bases, under the white house, etc there won't be.
