Looks like a pressure vessel for an old style hydraulic system. A counter-weight floating on a column of water inside the tower generated hydraulic pressure. My guess is that there was a lift bridge or locks nearby, or that the building in the background has something to do with the steel industry. The hydraulics provided power for a lift bridge, or a forging press.

I posted the shot below of 2Xploration's mystery building of Lawrence, Texas, and someone who seemed to be in the know posted this reply:
"This building was an electric substation for the Texas Interurban Railway that had a line that ran from Dallas to Terrell. They also had a line that ran from Dallas to Denton. Can't tell you why the desk are in there though."

| | | | That makes sense. If you look at the one in Plano the Generators were housed in a similar brick building behind the depot. I didnt make the connection till now. Thats really cool.

found supporting evidence on an architectural forum even had photos of the desks piled 6ft high inside
this was a substation where 1100v AC was stepped down to 600v DC that the streetcar motors used apparently there was several along the line one in Mesquite was recently demolished

Got curious by a private road sign reading "BIG HOLE RD", which was freshly paved. It also had signs very often that said private road, but never said no trespassing, etc.

A few websites that do have info say it was installed in 1964 as an AUTOVON site for military communication. It is believed its location was selected due to its distance from FT. Bragg and could be used as an underground communications bunker in the event of nuclear weapon attacks. It is now owned by AT&T.
I did not encounter anyone at the site during my visit. There were no cars in the parking lot, and I couldn't see anyone in the guard tower. But I did have a strange x files government conspiracy type feeling standing in front of the gate.
