Good thinking, but depending on the location, lightpainting could get him caught.
Just go at night, or just before, and take a really, really long exposure, if possible. That's what i tend to do from time to time, if i really want a shot.

Ah, good catch, I didn't even think about that. You really could get a great shot using just a long exposure, also some interesting colors. I think light painting would be pretty fun in this location though, you could really emphasize on objects and mess around with it. If this location is one of those "teen hangout" spots at night where the cops are always catching kids breaking in then going at 5 or 6 am might be a nice solution if that's something you wanted to try.
