I would 'assume' (which we all know what that does! ;) ) that they have died. For instance, if you leave a hospital...you're stuff goes with you. If you have loved ones and you left the hospital dead, they would get your stuff. I would think that maybe these people died...while admitted...and no one came for their stuff or they had no one. There are 'get well' cards up there and most of the suitcases have names on them.
