Put on a helmet and a safety vest. If you do encounter workers, and you're not cursed with a babyface, you should be able to pull off the "I'm inspecting/surveying", I think. They'll just assume you're from some other contractor or government service. But this is just an assumption, not based on experiences ...still I venture some place scary. Camera gear and such don't make the inspecting excuse less authentic, they can actually lend to it. Inspectors usually need to document what they inspect and what is wrong.
