I'm glad you specific Atlantic Ocean - I was going to start with the part of NYC that borders the Pacific

There are quite a few choices for navigable bodies of salt water in NYC like Jamaica Bay, Hudson River, East River, Arthur Kill, Newtown Creek, Harlem River, Kill Van Kull to name a few.
