Ashes to ashes, dust to dust

After moving to Korea, I was kind of bummed that I probably wouldn't come across any locations to explore. Then one night, by pure chance, I spotted something right out of the corner of my eye while speeding down some motorway. I couldn't fully make the image in the dark but seemed like big row of shuttered buildings. This lit me up like a christmas tree inside, but by the time I managed to pull my map, we were already some off-ways away and had to ballpark the location pin. Once I got home I started exploring the near-by area with satellite imagery but I couldn't find anything that looked like rows of abandoned buildings. Instead, my best guess came down to a strange run-down-looking neighborhood sandwiched between what seemed newer structures and some construction area. Disappointed, I took the finding as my consolation price and went to explore.

As it turns out, this wasn't just any neighborhood but a neighborhood being torn apart piece by piece. I am glad I went though, as what appeared to be a few houses in the street-map pictures were actually entire rows of houses and apartment buildings towards the back. It was to such extend I didn't really get to explore almost any of the buildings. Walking through here felt like I was the lone survivor of a sudden but swift disaster. On my way further back, I came across the giant piles of debris from what must have been at some point the rest of the neighborhood. Surprisingly, there was an elderly guy digging through the remains, as if looking for something. Not sure what or why, but he seemed too occupied to even notice my presence. As the sunset came in, I took the last pics and head out knowing that I have to go back and properly explore whatever remains of the place.

Which city is this?

And you never found the first site you saw? If you provide more information, I think it would be possible to locate it.

This is in Ulsan. It's possible some of the structures I saw were standing but later demolished by the time I visited. In fact, I decided to go back here recently and found most of the stuff has now been razed with basically nothing standing now. There is, however, what appears to be a last hold out tower kinda of an island in a demolition sea with residents still inside. Going by the ultra-dead stares I got from a store keeper in the complex, I am thinking these are not happy times.
