why invest in the broken windows theory?

James Q. Wilson - "I've talked to former commissioner Bratton, and my understanding is that it's implemented for three reasons. One, so neighborhoods will feel safer, so citizens will feel safer and use them. Secondly, that serious criminals will not feel encouraged to enter those neighborhoods. And finally, so that the people who are painting graffiti or aggressively panhandling won't move up the criminal ladder. Now New Yorkers feel like their city has been reclaimed. They feel more comfortable about living in New York."
