How will pressurized storm drains affect drain exploring?

I'm just posting this video (3 minutes) as a potential UER conversation starter.
I know very little about it (although I'm learning quickly).
I've pinned a comment from a guy in the US that is worth a read (in the comments on the video)

>full report<

(I know it breaks the location rule, but I think this is worth discussing & it's hard to do without seeing the document). Hopefully the document can be accessed outside of Australia.

When you talk about pressurized storm drains, are you talking about when it rains while you are in the drains? If yes, then I have never been in the drains when it rains. I always check the weather before I enter any drains.

No, I think they would using pumping stations so they would slowly fill up if there was any flow.

Although, tbh I'm not totally sure.

Read the comments on YouTube. There's some good info from a guy in the US.

Oh ok I was just curious. I've never had the water rise when I was in the drain. For some drains here in MSP it might be hard to notice the water rising because there is already so much water rushing in the tunnels and sometimes the water is deeper on top of the rushing water.
