Radios are really only useful underground. Communicating via text with a cell phone is more secure and discreet by far, but the downside is that it's useless when you don't have cell service. I do know plenty of explorers who use cheap, questionably legal baofeng radios to coordinate underground, though they still primarily use cell phones above ground.

We use GMRS radios underground quite a bit, usually when one of us heads down a shaft to see if it's open. That said, they have limited range. It's better than relying on voice, but has its limitations.

Only really useful in my opinion when you are out in the backcountry with no signal or underground, however efficacy of radios in large underground systems can still even be spotty at best. In the midwest we commonly use cheap Baofeng radios as Aran mentioned to coordinate for events, but otherwise not particularly often. Cell phones just make more sense.
