I see you're in Allen, since that's near DFW I will assume you mean there somewhere. I wrote an article a few years ago on draining in Texas.
Gimme a minute and I will see if I can find it an link here. It should leave you without many questions and if you do have some, feel free to ask.

In the winter, you need waders for high water, sure.
But in the warm months, I wear Converse high-tops all day and all night. (But I try to find them used, because they only last a year and they're silly-expensive for what they are.)
It's just easier.

I always found converse like suction onto my feet. Is that not an issue for you? Every time I wore thin cloth type of shoes I felt miserable. My favorite are either my Nike running shoes or my Bates boots.

I've never found them uncomfortable.
What I like about them compared to a bigger shoe is how quickly they'll dry out afterward and there isn't a lot of padding to embrace the drain funk.

Re: what are some good boots/footwear for storm drains with high water level? <Reply # 8 on 5/16/2017 2:18 PM >
Wool socks/undergarments. Hypothermia and immersion foot can happen at temps of 70 or so and under from prolonged exposure. Wool insulates even when wet.
Just when I thought I was out... they pulled me back in.
