I was checking out an underground drainage tunnel in my city.

I saw these weird sandbag looking things on the side of the stream and couldn't figure out a good reason why they were there. Anyone have a clue?

I've seen similar things used to absorb spills as Doug said, and also for erosion control. Looks like an odd location for either.

Those are called booms theyre used to stop run off from hazardous (and non haz) spills some are petro absorbent some are just physical barriers to keep as much as possible from getting in waterways playgrounds etc

edit: in the last photo notice how much film or sheen is on the water on the right side of the boom
