I think these were just used as storage until the missiles were dismantled under agreement with Russia. Something tells me they are regretting that now.

Ukraine was the first country to voluntarily give up nuclear weapons. Part of the agreement was that Russia and NATO would both protect Ukraine's borders in exchange for disarming. http://en.wikipedi...ecurity_Assurances Now that Russia has essentially said "Haha suckers!" it will probably ensure no other country gives up nukes once they have them, and might accelerate development in some places...

They probably actually said 'ха-ха простак' Right there my friends was a perfect waste of 10 minutes at work, translating 'haha suckers' into Russian with google....ok, 5 hours to go... what to do next.
