A gutter box is a box that is underneath the sidewalk and takes water in from the curb area. They are usually hooked up to large storm drains underneath the road. Gutter boxes can range from 1/2 foot to 10 feet deep into the ground. The newer ones normally have manholes on top of them for easy access although some do not. The manhole lid on top of a gutter box is lighter than a normal storm drain lid.
