| The last house I lived in had a gate like that. Those pieces really should be welded. Even if they were tight, they can be loosened. Also, I've seen them installed with the nuts on the OUTSIDE. I know there is sometimes a pin that is supposed to lock it into the ground, but the gate will deflect enough to disengage the lock.

The last apartment building in which I lived had a lock on the front door, to which all of the tenants had their own key. That, combined with the apartment locks, was great, until the landlord, for some reason, decided to remove said lock, and never replace it. I didn't live in what I'd call a bad area of the city at the time, but I have to say that I definitely felt less secure during the rest of my time there.
