Okay I see what it is now.
Customs Canada actually charges FedEx directly for any taxes or duties on goods rather than the recipient. FedEx charges this fee to cover the transaction costs involved as being the middleman between Customs Canada and you. The 7.00 makes sense as what it roughly costs to do the paperwork on such a transaction and explaisn why GST is charged on that.
Its a flat fee across the board on any shipments where GST/PST is charged actually and seems like its only charged if you sent it via FedEx International Ground which I am assuming is the case.
Though I'm surprised the guy selling it to you didn't do the NAFTA Compliance form that you can do when you print up the waybill so you don't get charged.
