Under surveillance while at NRO for searching Intelink for information on satellite photos of military facilities in Iraq, Iran, Libya and China
Buried approximately 20,000 classified documents, CDs and videos in 19 separate holes in MD and VA
Also hid the code to locate the holes in a toothbrush holder
Wrote letters to Saddam Hussein demanding $13 million - said it was "a small price to pay for someone in the heart of a U.S. intelligence agency"
Told Hussein he could provide information about U.S. satellites and other military secrets
Alleged that he offered his services to Libyan leader Moammar Gadhafi
Arrested 23 Aug 01 with classified documents, GPS system, and embassy contact information in his shoe
Feb 2003 convicted of attempting to sell national military secrets to Iraq and China
Sentenced to life in prison without parole
Stopped prior to passing of the material.

Douglas Groat was sentenced to five years in prison after pleading guilty to attempting to extort $1 million from the CIA. Groat, a former CIA operative with experience breaking into foreign embassies, threatened to sell classified information to foreign governments concerning how the United States intercepts their communications.

The US has long had trouble with double agents.
During the cold war, essentially every component of the US's national- security apparatus - with maybe the exception of the Coast Guard - was penetrated, experts say.
Moles working for adversaries of the US stole closely guarded secrets, including details on nuclear weapons programs, cryptographic codes, and information on how the US spies on its adversaries.
This is an area where the US has never gained an advantage overseas, and it's becoming more difficult to operate in an ever-changing world.
The Silberman-Robb report called for more aggressive tactics, too.
"Even as our adversaries - and many of our 'friends' - ramp up their intelligence activities against the United States, our counterintelligence efforts remain fractured, myopic, and marginally effective," the report states.
"Our counterintelligence philosophy and practices need dramatic change, starting with centralizing counterintelligence leadership ... and taking our counterintelligence fight overseas to adversaries currently safe from scrutiny."
