Not dumb at all. In winter it's often less cold underground than outside ! Depends on a lot of factors like how deep is the drain, how much water there is ...ect.
Sewers are even hotter, I often have fog in my glasses because of the relatively hot sewage haha.
It rarely rain here in winter. The main problems winter brings are : frozen man-hole, fog in the glasses and sometimes the ice become so thick it can support our weight, It's ok till the ice break. If there's alot of water under, it can get sketchy.
