I live in this boring, control freaked, 'rich' country of The Netherlands. We have our state built skateparks in every town which are hardly used anymore now skateboarding is pretty much out of fashion. The scooter kids still enjoy it somewhat but the hardcore skaters (including me) got 'old' with important jobs and families to maintain. My girlfriend comes from Warsaw Poland. She showed me around last winter, casually pointing out this huge amazing bowl under a bridge. Turns out it's entirely constructed by locals without any government interference. It used to be some abandoned parking garage or something, inhabited by bums (they still live on a higher floor). For the past years they even had to fight for the park since the local council suddenly decided to make plans for this part of the bridge and demolishing the skatepark after years of turning a blind eye. I don't know the exact outcome but seeing how quiet it is on their Facebook page, I doubt there has been much progress.
It's a double-edged sword in a country like Poland. They are not rich and DIY is big. There are amazing creative little cafes and restaurants made with the minimum amounts of funds in beautiful ancient buildings, old train stations etc. On the other hand, the government can decide to remove something with the blink of an eye.
