I didnt know about the death in the steam tunnel. It runs parallel to the flooded pedestrian tunnel sharing a common wall, and enters the active mechanical room of the train station. Down at the bricked off end of the pedestrian tunnel there is a access door to the steam tunnel, there is also a floor plate entry from inside the steam plant.
The whole area has been slated for changes for many years. I used to work in one of the freight buildings a long time ago and they were talking about it then. My car can be seen on the satellite pictures of the area on Google Maps. I've seen many different plans for the railway lands over the years, looks like the landowner finally got council support to start developing the area. The biggest hold back was with Industrial Blvd not having sidewalks and road access. Seems that in order to have the Wally Mart and other big box junk stores the city would have to put sidewalks in. My guess is that will occur shortly.
