A friend of mine who worked for Corrections passed along this info:

I did spend some time at Millbrook when we were planning the new superjail.
The Town lobbied hard to have one of the superjails located there. The
yard that you show in your pictures is unique in the Province in that it
is the only provincial jail with guard towers. It is the last
provincial jail that allowed massed numbers of inmates to gather all at
once. This ended when a huge riot occurred in the yard and ended this
policy. From then on, only a small number of inmates were ever allowed
out at any one time at all provincial jails. During the riot, the
inmates almost broke through the concrete wall and escaped. The guards
poured hundreds of rounds of rubber bullets into the rioting inmates in
the yard. This was the last large riot at a provincial jail, where
almost every inmate was involved. Police ringed the whole jail,
expecting a breakthrough of the wall. This all happened as I joined
corrections and the yard was covered with spent shells like grass over
the pavement.

Millbrook is also notable for other things...the license plate factory
(now in Lindsay) was here and was the provincial jail where the most
difficult to control inmates were housed. Lots of psychotic inmates
roamed these cells. I didn't see any pictures of the range containing
the padded cells in the basement, but I might not recognize it now.
Millbrook was also the jail where the province kept inmates that had
gone through a complete sex change. When there, I saw inmates that
looked like female models, but were male. You would never have believed
they were male. Because of the guard towers and conventional yard,
Millbrook was used several times for the location for hollywood movies.

The jail was closed because it was too expensive to run and had serious
servicing issues.

I also missed the basement, Jayve mentioned it when I ran into him while exiting. Asking if I found the "tunnels" and as much as that caught my interest we were already on the way out.

We searched high and low on our last visit to find the basement.. and didn't turn up a thing. In turn, we found cramped steam tunnels that run the length of the prison, various utility shafts and a basement in the admin section. After checking an alarm panel that had every room/area in the prison labeled, we found that there was no basement in this section (at least one that was labeled as such)

So, it's possible that the basement is on the sealed off area where the two other guard towers are. They're only accessible by means of the welded doors on the exterior, which is definitely weird.. unless there's a tunnel, or a locked door that we're missing.

That, or the basement is a myth.

More info from a second (new) acquaintance, who was a psychiatrist at this jail

There's a subbasement for electrical wiring and plumbing but no cells down there. Millbrook only had two segregation ranges, no padded cells but a couple of observation cells.


So... never mind.

That basement is not a myth. The access located in the middle of the jail in a room on the main floor with a hatch and you can see down. It is a boiler room or some sort so it probabily is for steam tunnels. You are going to have to bring a rope or or something because you cannot climb down into it, you have to jump. It also is a little flooded.

Nope, saw that. There's actually a bunch of those rooms. The water was only a few inches deep.. I went down, and it was just an elevator service room. We found another one (I think near the dentist), that led to steam tunnels. They were cramped and would take awhile to navigate, since every few feet was blocked by another intersecting pipe.

So, technically, it's not a myth.. but I don't think there was ever a functioning basement for inmates.

No, your right. I doubt they would have put inmates down there anyways. I would have assumed that the basement has accessible tunnels incase of riots, so the police could get access, etc. They might have welded those shut though.
