Some police departments and all federal law enforcement agencies can actively search for and track cell phones with these stand alone devices. Accuracy is at least 100 feet or better when pinpointing the cell phone's location.
The latest upgrade, Hailstorm allows them to listen to conversations and glean all data transmitted or received.

Many police departments are misusing this technology intended to fight terrorism and serious crime to pursue petty offences such as low level misdemeanors. Many times without search warrants. These devices can locate and track any cell phone that is turned on. Cell phones in standby mod emit data on regular intervals including data that IDs individual phones. You can therefore have your steps (location) back traced in time if your cell phone was turn on.

Used to be there was a way to turn this tracking feature off but Im still carrying a flip phone / non web phone from 1997. It was ostensibly to be used for 911 over cell phone calls but in a metro area 100ft might as well be 100yds

My Samsung mil-spec phone can disable this Im not smart enough for smartphone yet so couldn't say.

When the phone is on cell call standby it's is trackable. Has nothing to do with GPS enable although they may be able to use that too for precision tracking/locating.
The only safe state is completely powered down, possibly with ALL data including cell and internet disabled, or for the paranoid... pull that battery.

Not necessarily corruption. Some of it's gaining field experience with this system's complex software. Some of it is just simply fucking with smart ass bad guys and/or violent bad guys that aren't touchable with mainstream police methods/technology. Can't blame them for that.
The nondisclosure clause puts them in a legal quagmire in the courts and with bad guys as well. They are trying to cloak themselves so preferably people don't believe the technology exists, or at least to it's capabilities and how widely it's disseminated.

These are just the baby versions of much more sophisticated military systems with greater range and capabilities.

Disclaimer: This is pure conjecture on my part and has not been gleaned from classified documents or conversations with spooks or LEOs... but it's all true.

my understanding is without GPS enabled the accuracy is limited to the particular cell sites range which can be a mile or so in any direction depending on terrain I guess that's diameter but youre right just turn it off is best policy

(now you've done it I have to look this shit up now to learn more stuff haha! )

Obviously not judging by their results.
This is not a simple directional antenna.
Remember this is a mobile platform so with just one unit they can triangulate by simply moving. It may be capable of active self triangulation while in motion. Simply driving in tighter grids refines the resolution.
My guess is within 20-50 feet.

triangulation requires two reception points a single non directional antenna will only give you a radius

a directional antenna will locate you along a given line or "path" the tracker will have to be mobile to drive closer or farther from the source to compare signal strength

I played transmitter hunt (with amateur radio operators) using a RDF directional antenna or a phased doppler style antenna if youre $$$ well off..

what I have found is at the higher the band (UHF) signals bounce all over the place, penetrate through windows and come out the opposite side of a skyscraper etc give false images and so forth

a digital cell phone only has a fraction of a watt xmit power, if your receiver antenna isn't high and unobstructed your range would be limited

we found guys suing hand help VHF in crowds easy they were the only ones talking into a little gray box! easy to spot

They use one plane to do this in the sand box. They can triangulate with only one vehicle... if it's moving! This is more accurate than using cell towers to triangulate as they can use dozens of points.
Obviously their results speak for themselves. They are tagging perps at will.

They can effect a targeted cell phone to transmit at maximum power making it stand out even more... and power down the transmission power of none targeted phones surrounding it.
They can most probably back door into a smart phone in a minute or so. If they gain access like that even the cam can be activated.

So when you have 5 bars and it drops a call is it an operational stingray in your immediate area? May well be.
They can "jam" phones during a bust to make the perps go dark.
I suspect the DEA is aggressively using these devices. With Hailstorm they can also listen/record to calls and see/record data transmissions realtime on multiple cell phones.

Not. Complete power down at the very least, but it's preferable to pull the battery.
Understand the technology or suffer by those who do.

All cell/smart phone are hackable and trackable in a variety of ways. A device that is powered is controlled by its software, not you. One piece of malware is all it takes to make it go rogue on you.
The best malware takes an expert to find and is beyond the capabilities of almost anyone else to detect. They don't call them spooks for nothing...

The capability to download trojans and Spyware directly onto devices without the user's knowledge also exist. Automatic updates including security certificate permission should always be disable on the device although even this may not be enough to stop an advanced cyber attack. Complete powered down is the only full proof method to avoid being compromised.

Thanks for this info. I use my smart phone as my camera since it takes photos in 4k. Didn't think I would need to purchase a camera. But, now I need to save up for a new camera if I want to stay safe as possible.

Data theft can occur on any device that has internet access ie your laptop, desktop etc.
Stingray isn't a valid reason to buy a stand alone cam. Realize you aren't invisible on any site on the web to spite what some think. It more what you post that should be of concern to you.

It is a reason to maybe turn off your smartphone if you don't want to be detected or possibly tracked and even hacked at some locations such active DOD installations or near sting operations.
This extreme solution is unlikely to needed by most explorers though.

At sites avoid unneeded electronic chatter on cell and smartphones. They are a distraction at the best and simply not normally needed while sploring. LEOs can and do occasionally seize cams and smartphones for evidence or ask to view the images.
-Think- before you put or document incriminating evidence of a serious crime on any device.
Not recommended.
If it doesn't seem like a good idea, it probably isn't... don't dime yourself out

Hey blackhawk I'm a big fan and I know you probably won't see this or respond to this, but those android apps can easily be worked around pretty easily. Tests have been done while under the use of these apps that fail to detect IMSI (Stingray)
