During night, unlike AM arrays, FM transmitters operate at the same power level during daytime.

Righto, wasn't sure, must have climbed fast then. "Top of the tower" doesn't equal "top of the mast". He'd probably only climbed to the top of the lattice tower which is deadly in itself given the 100ft/30m band of radiation kicking off.

Cell transmitters get pretty warm even within safe working distance, so a high powered transmitter would kick off a lot of heat and the climb itself is very strenuous even with the proper gear to rest every 50-100 ft or so. I've climbed in the winter ... a few layers and uninsulated gloves is all you need for the climb, anything more and you'd be boiling.
