Works great about 9/10 times.

I've used it (I'd consider) successfully 4 times, so odds are still 80% in my favor.

Mine is over-protective father to teenage girl. Fortunately the times we both used our disguises we never had a chance to see how effective it was.

Hypothetical example... had a security guard said to me, "So you'll take the $110 fine then?" I would have thrown you at him and said, "She will. She's your problem now" and ran off.

Disguises just make you look sketchier.

Two important rules

1. Don't get seen. If you are seen know when to run, and know when to talk.( this comes with experience)
2. Don't park your car close enough to make someone take notice of it. Walking a little wont kill you.

What I've found so far as far as using the whole city employee thing:

RECON:GOOD
Driving around in a white Ford Ranger with some magnetic numbers and wearing a vest, hard hat, and carrying a point and shoot and a clipboard, I can recon almost anywhere. Drive up, park smack dab in front of the place, walk around, take some pics and jot some notes and bail. I've even gotten ballsy and driven straight into an active construction zone and driven around and nobody even blinks. I was checking out an abandoned lumber yard here in Denton, and I came back from around the building and there was a cop cruiser sitting right next to my truck and I thought it was game over, but I got up to the truck and the cop had his window down and was radar-ing people in the road in front of the lumber yard! He look at me and says "What's up man?" I tell him not much, he asked if I was with the city and I said yeah just doing a routine inspection and he chuckles and says well damn now my hiding spot is leaving. Drove away laughing.

EXPLORING:BAD
If you want to enter at all, don't even bother. It's not worth it. Going inside takes away any credibility of being a city employee. The vest and hard hat are too visible through windows, doors, bushes, ect. Not worth the risk. Stick to hoodies and long pants and follow the shrubs/shadows.

Heres the deal with disguises: If you are questioned and you tell someone you are with the city, or you are dressed as such, you immediately are 20x more suspicious when they ask you for your ID and find out you arent who you say you are. Some places have a law or ordinance specifically about dressing up as or impersonating a city worker, and if you tell them verbally that you are a city employee and you arent, guess who is 100% going to get a ticket, or worse. Yep, you. There is a law that is in all jurisdictions, called "False Reporting." if you tell a law enforcement officer that you are with the city and you arent, You have just tried to impersonate someone with a lawful reason to be on that property when you are in fact, not, and do not have a lawful reason to be there. If you set up your car to look as if it belongs to the city, and it does not, you are guilty of false reporting, and a few other laws probably. This is because city vehicles are allowed to park in places, and go places that privately owned vehicles are not. You can get cited and have your vehicle towed if you try this and it is found to not be an official vehicle. This is very easy for an Officer to tell since most places have different plates or tags for public vehicles. Beat Officers are always looking at plates and tags and will catch this little discrepancy quickly most times.

Bottom line, this is a BAD idea. Just be stealthful, park away from the area you want to go in, and if caught be truthful about the fact you were just having a look around, be polite and respectful, and NOT a smartass. Most cops will be glad you were, and most times you will be told to leave, You may get a trespass ticket, but that's better than a trip to jail.

My .02 (plus there are cops in my immediate family and this was as much their rant as it was mine.)

My best disguise has been to simply act like I belong there. I tend to park right out front and walk on in. Doesn't work in all situations, but works well for me

This got me out of many jams, and really lets you do anything.

A couple years ago I was looking into buying a piece of property around town. I wanted a house or a small shop, and whether or not it had a "for sale" sign on it didn't stop me. Anything abandoned is for sale. I would just park out front and walk around the property, and if I got curious, check all the windows and doors, and got in half the time. Got stopped several times by concerned citizens and once had six cops show up to an abandoned house I got into. Got away scott free each time.

I don't rely on disguises, but I do frequently explore in them just to help, just in case. The idea of trying to explore boldly with the hope that a disguise is going to keep me safe from any inquiring John Q Law isn't really how I go about. But, my dad ( a banker ) used to take me to inspect live construction sites that his bank would finance, and the shirt and tie made him invisible. In the past I've worn shirt, tie, and hard hat, so if someone shows up, I might be able to skate out.

It's only actively worked once. I had private security ask me (on the way out) if I "needed anything" and I said, "Nope, finally finished up with this shit hole. Have a great day," and that was the end of that.

Any site that I don't think the shirt and tie can reasonably bail me out of a situation, I don't even both, since it can be a hassle with needless loose clothing and extra layers.

It's hard to say how well a disguise works because we can't count how many people didn't bother you.
