I climbed 12 flights of stairs in search of the penthouse. When I was young I was told that there was a fabulous penthouse that was 2 floors and the whole top of the Tower. I finally got my chance to see it, and was crushed (and out of breath). It was only one floor and appeared to be chandelier stroage. It looks as thought it was never finished or used beyond storage
