  Or to keep the water pipes from heating in the summer and turing the water to steam exploding the pipes? of coarse installed after the place closed.

  I dont know much about the conflict of this place but could it be to keep the pannels from reflecting light either at night/day to give away the buildings position?

  they didn't have glass on them as far as i can remember. Also there wasn't a whole lot of air attacks going on, almost purely a ground war

  very odd. the only thing i can think the mats were used for was to prevent dust/debris from building up on them and preventing them from operating correctly... ?

  Maybe who ever owned the building at one time had entertained notations of reopening it at some point in the future and they were trying to protect their investment.

I don't think the pipes could explode like that. They would have opened a pressure relief valve or a tap somewhere when thry shut the place down.
My guess is they thought that the building would get restored, so they put the protective sheeting on to prevent erosion until they got the place working.
