66-1650 is imperial measurement of 66 inches and metric of 1.65 metres (or 1650mm) basically this pipe is 66 inches in diameter or 1650 mm. (actuall conversion yields 1675mm so its an inch and a bit off.
c76/3/wb might be a contract number for producing the pipes.
