Judging by the debris around the wheel... in a misguided attempt to avoid the patrol boats, they studied Evil Knevil for a few minutes, and simply jumped to the island from the shore.

Perhaps it has come from underground, there would be kilometres of mine under there. Reminds me of pit horses that lived their entire life underground in coal mines. 'cept this "mule" struggled to the surface to die.
