How cold does Iowa get? These look more like the tracks for coils that would go below the flooring to heat the floor.

Average winter temperature is 24F. Average daily minimum for January is 12F. Onec-a-year minimum around -20F.
I've never seen radiant floor heating with loops that large.

This would have been the transmitter site. Radar sites of this era all had one of these located a distance away from the radar towers. These were GATR (ground to air transmitter receiver) sites to tie into the SAGE network. If you look around this building you might have found the remnants of an "antenna farm" that went along with it.
