ill tell ya what it is, its a thing! with pipes. to be totally honest, when i worked at trane making commercial air conditioners we made things very similar to this, coolant of some sort ran through it, so id say radiator.

Its a Boiler. The steam runs through those pipes heating the air around it.

It's an heat exchanger with all the exterior copper tubing cut down.
