That's not in the system. Thats city water pressure..So the water must still be on

No.. It's a dry system. The Gauge states Air. That 40 PSI of air is holding that big valve shut (see other picture) that keeps water from filling the sprinkler system. Used in areas that they don't want the pipes to freeze.
