it looks like some of them were being rebuilt. you can see the ruins to the left of the photo.

I believe most of this was underground for a long long time. However I wouldnt rule out north's observations of being rebuilt.

Saddam was interested in claiming association with ancient Mesopotamian kings - rebuilding chunks of archaeological sites and modelling his palaces after ancient ones were some ways he did this. so you're both right - ancient ruins at right, reconstruction at left.

n-rock has it right: Saddam was trying to rebuild parts of Babylon on the old foundations left over from Nebuchadnezzar's time.
