  It's a giant cross. The locals said once Noriega was captured, and people looted his homes that they burned down his Buddhist shrine on the island and put up a giant cross. The cross would apparently tell him to NEVER COME BACK.

  I think he was, the locals said so anyways... Though while imprisoned he's become a born again Christian.
