  Broken glass embedded in the tops of walls seems a pretty common method of cheaply adding a bit of fortification to walls in lots of places around the world. I've seen it in a few places around the US and UK. Particularly in places built before the 50's. I imagine most people have since shied away from using the technique lately though what with the threat of lawsuits, and what not, should injuries result from it.
