When it was actually transmitting, touching the tower would mean a hell of a lot of pain/death. No fence required :D

Exkalibur is right, this was an AM broadcast station and these are known as "hot" towers. The entire tower is the antenna. If you notice in this picture, the tower is sitting on ceramic insulators on each leg. There is a conductor coming from the "hut" which attaches right to the tower. That is where the energy from the transmitter couples to the tower.
