  late 70's into the 80's Dodge.. probably off of either a Ramcharger, Dodge Pickup, of RWD sedan variant (Diplomat, New Yorker, 5th Avenue)

  NO. That is not anything to do with coil pack ignition.
Coil pack ignition was a series of coil packs mounted to an ignition module that was triggered by a reluctor wheel on the engine crankshaft. Later models of DIS used a cam sensor as a referrent as well as the crank trigger.
this was just a way of managing the fuel mixture and spark timing to get max economy. It used engine vacuum as a referent. See the nipple for the vacuum line of the carb? Chrysler pooped around with this on their bigger engines and even back as far was the Volkswagen sourced 1.7L... It was about effective as a rubber dick.
