That's the molted shell of a cicada nymph. They dig underground and mature for 13 years, 17 years, depending on species, and then emerge, climb trees, molt into adults, and then make a lot of noise before laying eggs and dying.

I hear the noise a lot, but never actually seen one. Glad to know there was no bug inside, but frightened at what may have come out.
