It seems that for a period after the school closed, this building was used as a motel or "yeogwan" in Korean. The easily seen Korean characters say "tel". It's not obvious in the picture, but you can also see the characters for "mo" and the name of the motel. The symbol that looks like smoke rising from a circle is often associated with places to have illicit sex.
